| Cumberland County was experiencing economic challenges in the areas of job creation and retention, along with difficulties with poverty, crime and a lack of accessible social support programs. |

| Triad assisted in the preparation of a regional proposal for federal Empowerment Zone designation for the County in conjunction with the cities of Bridgeton, Millville, Vineland and Commercial Township. Triad presented their perspective of needs, issues, challenges, and opportunities that exist and for which the Empowerment Zone Program could play a vital role in Cumberland County’s revitalization and growth. |

| Cumberland County was awarded a Round II Federal Empowerment Zone designation, which was the fourth highest ranked application in the nation out of 114 applications. As a result of this designation, the County leveraged more than $300,000,000 for their community and economic development projects |
