Executive Team
Michael L. Zumpino, Chairman
Mike has lead Triad’s professional team in formulating innovative project and financial strategies to produce realistic, attainable long-term socioeconomic benefits. During his 40-year tenure, he has participated in the planning and funding of diverse community and economic development projects utilizing regional, state and federal resources. His experience representing public and private sector clients has resulted in effective, yet practical, solutions based on a thorough needs/issues assessment. Mike’s principle responsibilities include overseeing implementation strategies, public/private sector linkages, application development and technical services.
Gerard Velázquez, III, President/ CEO
Jerry has many years of experience in community revitalization and redevelopment. He has an outstanding record in successfully turning marginal neighborhoods into viable and sustainable new communities through community consensus building and stakeholder management. His strategic leadership has included a broad range of projects including infrastructure improvements, industrial site redevelopment, construction/property management, financial analysis, identifying and securing funding sources. Known for his innovative work with affordable housing development, Jerry served as Commissioner for the Council On Affordable Housing and earned two separate New Jersey Governor’s Excellence in Housing awards. He is also the former Executive Director of the highly successful Federal Empowerment Zone in Cumberland County, NJ,
Stephen L. Kehs, AICP, PP, Vice President
Steve has a strong background in strategic planning – creating the vision and moving into implementation. He served as Director of the Cumberland County (NJ) Department of Planning & Development where he spearheaded the County’s role in hazardous waste facilities siting, federal Empowerment Zone planning, a countywide economic development program, and a plan for federal Wild & Scenic River corridor preservation. He was also with the Chester County (PA) Planning Commission where he was responsible for a number of municipal land use, community development, and farmland preservation projects. Steve also authored the Cumberland County Ecotourism Plan, one of the first such plans in the nation.
Carolyn Zumpino, Chief Operating Officer
Carolyn is responsible for day-to-day administration and financial management of Triad including business plan implementation, financial review and analysis, and human resources. Carolyn further supports the Triad team as the project manager for a range of services, including grant writing, grant implementation, community development, relocation, and economic development. She is directly involved in projects related to law and public safety, USEDA, NJEDA, and Community Development Block Grants.

Michael Borrero, Relocation Case Manager
Michael works with families to assess their needs and help them find a comparable replacement dwelling to buy or rent as well as to guide them toward appropriate social service support. Michael is also a NJ licensed realtor and title agent.
John Corrigan, Senior Associate
John works extensively in all aspects of economic planning and development. He is a nationally recognized and honored economic development professional with over 36 years experience. As Regional Director of the Economic Development Administration, he approved over 9,400 projects for $5 billion, with the primary focus on planning and development of public improvements in 13 northeastern states, plus Puerto Rico and the Virgin Islands. These projects resulted in thousands of new jobs and billions of dollars in private investments. Prior to his tenure as the Regional Director, Jack served as the Deputy Assistant Secretary of Operations and the Director of Office of Civil Rights, Economic Development Administration in Washington, DC.
Judith Cortez, Associate/Lead Case Manager
Judy is the Lead Field Technician and Case Manager for Triad’s relocation and COAH work in New Jersey. She has diverse experience in areas such as governmental organization, drug abuse, social services and real estate. Her variety of leadership and administrative roles in private, non-profit, and community organizations in New Jersey have included the Cumberland County Cultural & Heritage Commission, the Hispanic/Latino Task Force Committee, the City of Vineland Welfare Committee, and the Cumberland County Board of Realtors. During her many years of devotion to community service, Judy has worked on strategic plans, grants, and events & projects, with a focus on fundraising/funding potential. Her particular strengths lie in social services and real estate management. Judy is also a NJ licensed realtor.
Dawn Genco, Associate
Dawn specializes in Neighborhood Stabilization Program grant administration. She has extensive experience in the legal field, particularly in contracts and real estate transactions. Ms. Genco also holds a Realtor license in the State of New Jersey. Her particular strengths lie in legal and social services, real estate, property management, property acquisition, negotiations and bargaining strategies.
Shane Godshall, Associate
Shane possesses an impressive knowledge of Geographic Information Systems (GIS) analysis and mapping to Triad. He develops graphic concepts for municipal and in-house projects. Additionally, Shane is a member of Triad’s relocation team and provides general CDBG consulting and technical advisory services to clients, including the preparation of performance reports.
Emily Kozic, Financial Administrative Assistant
Emily performs all accounts payable and receivable services for Triad. She is responsible for the day-to-day operations, including reception services, production of materials, and scheduling. She provides hands-on support to all Triad staff members and assists with RFP responses and relocation case management.
Steven Lingle, Senior Associate
Steve specializes in project development, grant writing and project implementation primarily for public facilities and housing rehabilitation projects. Prior to joining Triad Associates, Steve served as a Municipal Operations Auditor for the New Jersey Department of Treasury. In this capacity, he provided comprehensive management review and consulting services to local government, including preparation of reports for improved cost effectiveness and organizational efficiency of local government. As the Director of Community Development for the Atlantic County Improvement Authority and the Atlantic County Department of Family & Community Development, Steve was instrumental in developing the first Atlantic County HOME Consortium Program and in obtaining and administering 85 grants for over $16 million in community development projects in sixteen municipalities throughout the County. He currently serves as Project Manager for application development and community development program implementation.
Joyce Miller, Rehabilitation Program Coordinator
Joyce is one of Triad’s key field technicians, implementing RCA projects as well as public facility and housing rehabilitation projects under the Small Cities program. She works closely with municipal officials, engineers, architects, homeowners and State representatives. Joyce is an expert in the administration and implementation of HUD and DCA grants as well as in the SAGE reporting system.
Kathryn O’Callaghan, Senior Associate
Kathy prepares strategic plans and plans community events and projects, with a focus on funding potential and sources. She has over ten years of grant writing experience and has familiarity with State and Federal programs as well as Foundations. Additionally, Kathy coordinates the marketing efforts at Triad. Prior to joining Triad, Kathy was a Special Assistant to the Mayor of Cherry Hill, New Jersey and Executive Director of the Capital South Main Street District, City of Trenton.
Katherine J. Packowski, Senior Associate
Kathy manages commercial and residential relocation projects, implementing clients’ affordable housing projects through the provision of Administrative Agent services and the preparation of Community Development Block Grant Annual Plans and Environmental Review reports. Kathy has over twenty-two years of experience in the administration of Housing and Community Development Programs from employment with the Newark Housing Development and Redevelopment Corporation, the County of Union Community Development Department, the Burlington County Community Development Department and most recently, nine years of experience with Triad Associates.
James Petkovits, Jr., Economic Development Planner
Jim provides research and analysis for business development initiatives, bank loan programs, private sector commercial and industrial loan financing packages. Prior to Triad, Jim worked at the Philadelphia Industrial Development Corporation as a marketing manager, promoting the organization’s programs to manufacturing, industrial and commercial prospects. His duties also included the analysis of client financials, packaging of loan applications and the sale of Authority owned industrial land. He also served with the Tippecanoe County Area Planning Commission in Lafayette, Indiana, where his duties included preparation of briefs for zoning hearings, evaluation of subdivision proposals, and preparation of the county housing plan.
Monica West, Executive Administrative Assistant
Monica provides hands-on support for all Triad projects including administrative assistance with grant applications, contracts and ongoing client connection. Monica has extensive experience in the real estate sector and is a NJ licensed realtor.
Tammy Wetzel, Senior Associate
Tammy applies her knowledge as a Community Development Specialist, directly responsible for the creation of state, federal, and private community development grant funding applications. She also delivers training and seminars on successful grantwriting. She was the former Empowerment Zone/Community Development Specialist at the New Jersey Department of Human Services. As New Jersey’s Empowerment Zone (EZ) Specialist, Ms. Wetzel acted as liaison between two federally designated Empowerment Zones and all NJ State Departments for contract monitoring, special project development, resource development and funds procurement. Additionally, she was the Community Development Specialist directly responsible for the creation of community directed service funding for all seven Divisions under DHS, grant development, compliance standards, structuring of program development teams, and program/service implementation.
Lorissa Whitaker, AICP, PP, Senior Associate
Lorissa specializes in a variety of community planning and economic development initiatives, including the preparation of strategic plans, shared services studies and the administration of affordable housing. Prior to her employment with Triad Associates, Lorissa was a Principal Planner with the New Jersey Office of Smart Growth (OSG) within the New Jersey Department of Community Affairs (NJDCA), where she specialized in urban redevelopment, parking studies, Coastal Zone Management, affordable and workforce housing and Transfer of Development Rights (TDR) programs. Lorissa is the currently Vice President of Conference Affairs for the American Planning Association - NJ Chapter, as well as the New Jersey Smart Growth Alliance.
