Triad Associates’ experienced Community Development Team works with dozens of HUD grantees to plan, implement and report on their Community Development Block Grant (CDBG), Home Investment Partnerships Program (HOME) and Emergency Solutions Grant (ESG) programs.

In addition to working with your CD program to produce a timely and compliant Consolidated Plan, Action Plan, Environmental Record Review and Consolidated Annual Performance and Evaluation Report (CAPER), Triad can develop or update policy manuals, an Analysis of Impediments to Fair Housing Choice, Citizen Participation Plan, Section 3 Plan, Language Access Plan (including Four-Factor Analysis) and all other requirements of Urban Counties and Metro Cities taking part in HUD’s Entitlement programs.

When it comes to CD implementation, Triad staff is experienced in monitoring sub-recipients and all aspects of construction projects, including bidding, contracting, labor compliance and reporting. In the realm of HUD-funded housing rehab, we have worked with clients to complete thousands of units, developing policies, recruiting homeowners and contractors, overseeing bids and construction.

In all areas of Community Development work, our level of assistance is customized to each client’s needs and ranges from advising and assisting clients all the way up to operating a grantee’s project or entire program. We work with clients to assess their needs, develop a strategy to meet them and stand ready to adjust as circumstances change.

In addition to working with HUD Entitlement Grantees, Triad has assisted scores of Small Cities grant recipients. We have a very high success rate in preparing and submitting applications for Small Cities funding and then work with clients to implement and report on their Small Cities projects.

For all of our CD clients, Triad monitors developments in the HUD world, from policy changes to funding news to word of a best practices breakthrough and provides our clients with information and advice designed to maximize their Community Development resources.
