Terry provides CDBG services for NJ and PA municipal and county agencies including Consolidated Plans, Annual Action Plans, CAPERs, and projects applications.
He brings a wealth of government program experience after a successful 34-year career in State and local government- primarily with the New Jersey Department of Community Affairs, where he managed multiple state and federally funded community development programs. While at DCA, he supervised the Neighborhood Programs Unit (NPU) and managed the State’s Small Cities CDBG and the Neighborhood Stabilization Program (NSP) as well as supervising staff and consultation with the Neighborhood Revitalization Tax Credit Program (NRTC), the Main Street New Jersey and Special Improvement District programs. Prior to the creation of the NPU, Terry was the State’s long-time administrator Neighborhood Preservation Program (NPP) provided financial and revitalization technical assistance to more than 185 municipalities and neighborhoods throughout the State. His municipal experience included 4 years at the City of Woodbury where he coordinated their local Neighborhood Preservation Program.
Terry is a graduate of the American University in Washington, D.C where he played college soccer and had the privilege to serve as a congressional intern. Soon he will be celebrating his ten-year anniversary with his wife Ingrid and has a daughter, a son, two step-sons, and four grandchildren. On his rare days off, he enjoys kayaking in the Pines, playing golf, and riding his Harley through the county-side.
