Environmental Review Record (ERR) Services
Before federal funds can be committed, or construction can begin, projects must complete an Environmental Review Record (ERR). This requirement applies to Community Development Block Grant (CDBG) funding, HOME Investment Partnerships Program (HOME) funding, as well as federal and state appropriations, including Congressionally Directed Spending (CDS) and Community Project Funding (CPF).
This required process ensures compliance with federal environmental regulations under 24 CFR Part 58 and protects funding recipients from delays, penalties, or loss of funds.

What is an ERR?
An ERR is the official record evaluating a project’s environmental impacts. It must be completed before:
- Federal funds are committed or spent
- Construction contracts are signed
- Construction or rehabilitation begins
An ERR is required for all federally-funded projects, including funded operational costs, administration and engineering costs, public service activities, as well as construction.

Who is Responsible?
The Responsible Entity (RE) – typically a city, county, township, housing authority, or state agency – is legally responsible for the ERR. While Triad can prepare the documentation and manage the process, the Responsible Entity retains final responsibility for compliance.
Where is it Maintained?
ERRs are maintained by the Responsible Entity and must be made available for public review at the local government offices and, when applicable, online. Many ERRs are also published through the Department of Housing and Urban Development’s Environmental Review Online System (HEROS).

Why It Matters?
All federally-funded activities – including CDBG-funded projects, administrative actions, and public service programs – must be documented in an ERR, even if exempt or categorically excluded. The ERR process ensures compliance, identifies environmental risks, and protects funding recipients from delays, penalties, or loss or repayment of federal funds.
